Levin is an agent in Colonial Intelligence.

He is dispatched to Galactica in order to clean up the mess caused by Christa Nolan's betrayal, which results in Darja Purat's escape from the security ship. He is unimpressed with Adama's record, noting the incident on the planet in Neutral Space, and blithely scoffs Adama's proposals on multiple solutions that do not involve killing Karl Agathon or Kara Thrace on Sagittaron's outermost moon where Purat ends up.

Later, when Levin questions Colonel Saul Tigh and Lieutenant Felix Gaeta about the offensive nuclear capabilities of the battlestar, he becomes enraged and has both Tigh and Adama arrested. As the result of their arrest, he promotes Gaeta to second in command and orders preparations for a nuclear strike against the moon (Battlestar Galactica: Season Zero 4).
