Tracey Anne is a member of the Cult of Baltar.
After being relegated to her care by Jeanne and Paulla Schaffer, she talks to Gaius Baltar about prayer being a "hollow ritual" and how she feels empty when she prays to the Lords of Kobol. As Baltar explains that there is only one true God, she begins propositioning him for sex, believing that she can "feel God" near him. Upon cupping her breasts, Baltar claims that he too can "feel God" (TRS: "He That Believeth In Me").
She is one of the last civilians off Galactica who didn't want to participate in the raid on The Colony. She was Paulla's assistant after Baltar named Paulla as his successor to lead the Flock. (TRS: "Daybreak, Part II").
