Bernard Baltar is the older brother of Gaius Baltar and works on their family farm.

Baltar has authority over aspects of the business, including finances, which he refuses to give Gaius because he feels that he will blow them on gambling or on "the Miller's daughter".

Baltar helps Gaius in his attempts to increase output from the farm, but these endeavors backfire, which in turn helps spur Gaius' desires to leave Aerilon for a better life (Battlestar Galactica: Origins 1).

More than a decade later, Baltar visits Gaius after his being injured in a car accident. Baltar beseeches his brother to help them, telling him that their mother, Vanessa, has become ill and their farm is in dire straits. Baltar is taken away from his brother by President Richard Adar's security force, which is the last time he apparently sees his brother before the Fall of the Twelve Colonies, despite attempts to telephone him (Battlestar Galactica: Origins 3).
